Chris Kearney

Director of Alliance Federal Affairs

Chris Kearney

We brought Chris on in 2021 to direct our federal lobbying efforts in Washington, both on the legislative and regulatory fronts. We had worked closely with him in his capacity as the federal affairs representative for the National Stripper Well Association, and he quickly proved his effectiveness to us as our federal lobbyist and continues to do so.

Chris is a public policy and governmental affairs professional with over 30 years of government and private sector experience in the energy, environment, and natural resource arenas, having held senior positions in the executive branch, the US Senate and House, and the electric utility industry. His policy areas of expertise include, but are not limited to, oil and gas/energy policy, western water policy, sportsmen and public land related matters, NEPA, the Endangered Species Act, ocean and coastal conservation, and the federal budget.

Drawn from his many years of service on both ends of Pennsylvania Avenue, Chris possesses a deep and broad knowledge of the federal legislative process, the importance of the state and local-federal relationship, and a thorough understanding of executive branch policy and regulatory development — with a particular focus on the Departments of Interior, Energy, Agriculture, the Council on Environmental Quality, and the Office of Management and Budget.

Chris maintains and leverages a network of contacts across Capitol Hill, the administration, organizations that do business with the federal government, and key business sectors across the nation, topped by oil and gas, but also including water management, the electric utility industry, and the sportsmen’s community.
