Emily Lindley joined the Alliance staff in late 2024 to assist with the state’s onboarding of the Biden Administration’s methane regulations (known as 0000b/c), which posed significant risks to Texas oil and gas operators, particularly private independent producers. The administration of the methane rule was delegated to the Texas Commission on Environmental Quality (TCEQ), which was tasked with developing a state implementation plan. The Alliance engaged Emily to help guide both the organization and its members through this complex regulatory process. Emily spent ten years at TCEQ beginning in 2008, serving as a government relations specialist, special assistant within the Office of Water, and Deputy Assistant Director. She was later appointed Chief of Staff for EPA Region 6 in Dallas, advising the regional administrator overseeing Arkansas, Louisiana, New Mexico, Oklahoma, Texas, and 66 tribal nations. Her tenure at EPA was cut short when Governor Abbott appointed her as one of three Commissioners at TCEQ. As a Commissioner, Emily worked closely with the International Boundary and Water Commission on compliance with the 1944 U.S.–Mexico water treaty and was involved in the agency’s request for delegation under the National Pollutant Discharge Elimination System (NPDES) program related to oil and gas activities. Emily’s experience at both state and federal regulatory levels — and her understanding of how the two intersect — make her exceptionally well-qualified to assist the Alliance and its members. With shifts in the federal regulatory landscape, Emily’s expertise presents a critical opportunity to pursue meaningful, long-term regulatory improvements for Texas oil and gas operators.
